Leonard F. Nieto


As President of Envision Construction & Design Inc., Mr. Nieto assumes the roles of coordinator of business operations, business development, assignment of projects, budgeting, and corporate recruiting of the construction teams.  Before joining Envision Construction he developed skills as a carpenter, custom home framer, foreman, superintendent, and estimator for a multitude of large and small businesses.  After 15 years of incomparable experience in various types of construction, Leonard found his passion for work in 1997 in the vast and specialized healthcare construction industry.


Leonard's experience at Envision Construction has been a great journey. Being one of the first employees hired at the inception of Envision Construction of 2001, his experience has consisted of several years working as a project superintendent and several more as project manager, senior project manager, and before being appointed Vice President in 2008.  He has worked with a wide range of clients and has been an integral part of major projects in the industry including: OSHPD 1 & 3 projects, hospital facilities, medical office buildings, dialysis clinics, oncology and radiology suites, surgical centers and commercial development.  Leonard's philosophy, and that of Envision Construction, is to provide a personal approach to every distinguished client with the dedication and professionalism in which they deserve.  We will deliver credible, productive, and competent work during every aspect of the project with a keen emphasis on accurate details.  Envision Construction & Design Inc. prides itself on experience and availability to meet and fulfill the needs of our clients.

Nicole A. Blakeney

General Manager

Nicole has been with Envision Construction & Design, Inc. since inception of business in 2001.  As the General Manager of the company, Nicole works closely with all members of the team, overseeing the general operations and finances of the company.  Nicole also works closely with the President, providing feedback and making sure the company is maintaining the highest standards that Envision Construction is committed to.  With many years of experience in Project Management, Nicole works diligently with the Project Managers reviewing projects from start to finish, as well as being involved in the recruitment and training process of new employees.

In Nicole’s free time she enjoys running, snowboarding and being outside; mostly being in the mountains.  Nicole is a mother of two and enjoys spending time outside with her family or traveling new places.


Joshua Pfaff

Project Manager

Josh graduated from the University of California, Santa Cruz with a BS in Environmental Geology and practiced as a field geologist for 2 years before exploring a career in the food and wine industry where he worked for 10 years in service management. He has been with Envision for 3 years now and has worked on multiple Outpatient Surgery Centers, Dialysis Clinics, Fertility Clinics, and Medical Office Buildings. Josh enjoys the challenges of project management and always looks forward to creating and strengthening client/contractor relationships. In his spare time, Josh enjoys playing golf, watching sports, and spending time with his wife and 2 kids.


David Mitchell

Project Manager

David is a graduate of California State University, Sacramento where he earned a Bachelor’s degree in Construction Management. He has held positions at the California Department of Water Resources and The Boldt Company before joining Envision in 2016. He has worked in the Healthcare Construction Industry for the past 5 years, and he has worked on large hospital projects as well as smaller tenant improvements. He is an expert at working in hospital environments under strict infection control guidelines. He has worked at the Stanford Advanced Medicine Center and at Sutter General Hospital’s Cancer Treatment Center, both of which have zero dust particle infection control policies due to critical patient care. He has managed the installation of MRI and CT Scanning Equipment, as well as numerous medical office tenant improvements under OSHPD-1 and OSHPD-3 jurisdictions.


During his off-hours, David participates in many workshops and social events. He is the leader of a men’s group, and he enjoys spending time with loved ones, cooking, traveling, hiking, biking, weight lifting, and exploring new places.


Donna Vingo

Project Manager, PMP

Donna graduated from the University of California at Davis then had many successful years in medical capital equipment sales to hospitals and doctors throughout the western states. She transitioned to full lifecycle project management in the homebuilding industry where her focus was on Change, Risk and Communications Management to ensure project completion on time and within budget. Donna specializes in due diligence, adherence to agreements, contract provisions, legal requirements and regulations. Envision is the ideal environment to combine her knowledge of the healthcare industry with construction management to provide Envision clients with a dedicated professional who will provide leadership, effectively building teams, managing relationships and driving successful project completion. 

Donna enjoys all outdoor sports including horseback riding, kayaking, hiking and sailing.  When not totally inconveniencing her family remodeling their home Donna is an avid gardener.
